As per the Ministry of External Affairs, NORKA can authorize employment in the 18 ECR countries – Afghanistan, Bahrain, Indonesia, Iraq, Jordan, Kuwait, Lebanon, Libya, Malaysia, Oman, Qatar, Saudi Arabia, Sudan, South Sudan, Syria, Thailand, United Arab Emirates, and Yemen.
